Goldsboro City Council Midterm Accomplishments
At the midpoint of the current City Council term, the City of Goldsboro presents a summary of key accomplishments across several focus areas. These highlights reflect ongoing efforts to strengthen city operations, infrastructure, public safety, and quality of life for residents.
Economic and Financial Stewardship:
- Strengthened the City’s financial position
- Brought annual audits up to date
- Removed from the Local Government Commission’s Unit Assistance List
- Incorporated the Capital Improvement Plan into the City’s overall budget planning framework
Planning:
- Advanced new affordable housing and neighborhood development (Abbott Crossing, McNair Heights)
- Adopted a new comprehensive bike and pedestrian plan
- Adopted new Parks and Recreation Master Plan
- Drafting new business development strategic plan
- Drafting a new comprehensive land use plan
- Added a minimum housing officer position
- Added additional code enforcement officer positions
Employee Recruitment & Retention:
- Increased wages for fire and police personnel
- Implemented a citywide pay study
- Implemented an organizational study
Safe Community:
- Increased staffing at the police department (A total of seven more positions unfrozen)
- Fully staffed the fire department for the first time in at least seven years
- Reduced slum and blight throughout the city
- Reduced the overall crime rate
- Reduced concentration of unhoused individuals and lowered overall unhoused population within city limits
City’s Investment – Today and Tomorrow:
- Increased funding for street maintenance/pavement
- 3.4 MGD sewer expansion underway – currently in design phase
- Implemented a paperless agenda and transparent, public-facing voting procedures
- Increased funding for demolition
- Expanded employee health and wellness programs
- Replaced undersized stormwater lines in Musgrave Manor
- Added a stormwater administrator position
Policies:
- Approved a memorandum of understanding with Downtown Goldsboro Development Corporation
- Allocated Powell Bill funds to support capital improvement projects
- Adopted a new minimum housing code
- Adopted a new ordinance for four-way stops
- Adopted a new junk car ordinance
Collaborative Citizen & Business Engagement
- Conducted a community survey to better understand community needs and priorities
- Supported plans for the James and Pine Street Black Business District Memorial Parklet
Completed public facing projects:
- Constructed sidewalks in several districts
- Approved and broke ground on the West Oak Pocket Park as part of the Choice Neighborhoods Initiative
- Installed a new water fountain at City Hall
- Constructed a new ADA accessible playground in North End Park
- Achieved ADA compliance at City swimming pools
