and FY 2025-2026 ANNUAL ACTION PLAN
HOUSING AND NON-HOUSING NEEDS
DRAFT FOR 30-DAY PUBLIC REVIEW & COMMENT
The public is invited to review and provide input on housing and non-housing needs in the city of Goldsboro for the 2025-2029 Consolidated Plan and FY2025-2026 Annual Action Plan (AAP) Draft plan. The Department of Housing and Urban Development (HUD) requires jurisdictions receiving federal funds from Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs to develop and submit a Five-Year Consolidated Plan. The plan identifies the needs of low-to-moderate income residents in the locality and the proposed actions to be taken to serve those needs. For each year during the Consolidated Plan, the City of Goldsboro submits an Annual Action Plan outlining the proposed projects to serve lower-to-moderate income (LMI) residents in Goldsboro.
The City of Goldsboro’s Draft of the 2025-2029 Consolidated Plan and FY 2025-2026 Annual Action Plan has been made available for public review and written comment from July 3, 2025, through August 3 2025, at 5:00 p.m. Copies are placed at public access sites such as the desk of the City Receptionist and the office of the City Clerk, both at the City Hall Addition, 200 North Center Street, the Wayne County Public Library, 1001 East Ash Street, the Goldsboro Housing Authority, 1729 Edgerton Street, and on the City’s website at www.goldsboronc.gov.
