City of Goldsboro Shares Results of Inaugural Community Survey

The City of Goldsboro has officially released the results of its inaugural 2025 Community Survey, offering an in-depth snapshot of resident satisfaction and highlighting areas for future city improvements.

The survey, conducted by ETC Institute, was conducted late October through mid-November. The survey was available in English, Spanish and Haitian Creole, and responses were collected by mail, online and by phone. The goal of the survey was to obtain at least 400 completed surveys, including at least 65 responses from each council district. This goal was exceeded, with 526 residents completing the survey and at least 79 responses received in each council district, resulting in a 95% confidence level.

Residents gave the City high marks in several key areas:

  • Public Safety: 80% of residents were satisfied with the overall quality of fire services.
  • Customer Service: 72% of residents who contacted the City found it easy to reach the right staff member.
  • Public Works: 67% of respondents were satisfied with garbage collection services.
  • Downtown Development: 64% of residents are pleased with the quality of Downtown Goldsboro.

The survey also highlighted areas for improvement. Participants prioritized city street and sidewalk maintenance, growth and development planning, traffic management, and police services. Throughout the survey, residents consistently identified infrastructure maintenance, public safety, communication, and growth management as the City’s top priorities for the next two years.

“As Goldsboro city employees, we work for the citizens of Goldsboro, so it is critical we understand our community’s needs,” said City Manager Matthew Livingston. “The survey respondents are Goldsboro residents, customers, neighbors and friends.  Listening and learning from them, not just in an annual survey but every day, is essential if we are to continuously improve as a local government. We intend to use the survey data as a benchmark and a guide to help us with future budgets, decision-making and policy guidance.”

The city intends to conduct future surveys on a regular basis to track progress and further assess community needs and concerns.
